The Failure of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are released from various governments. Significant resources is expended on containing particular approaches. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capability afforded by current data. From vantage locations, defense planes that had been dispatched to counter approaching cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense activated: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Following this, a automatic firearm engaged a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a need that neighboring countries are clearly incapable to replace in the immediate future.

Failed Diplomacy

The 28-point plan from US administration generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This cycle will, undoubtedly, persist.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the near future.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its favour.

Existing Situation

Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
